You can do it by adding a Post Process node to a camera then turn auto-exposure off
The steps
1. Pick a camera
2. Run "Post Process" tool to add the Post Process node to the camera.
3. Pick the Post Process node, go to Attribute Editor, in Auto Exposure session, set "Min Brightness" and "Max Brightness" to 1.00 (this turns auto-exposure off).
4. You can change the value of "Exposure Bias" to adjust the exposure manually.
